Mission of CPACFL


​CPACFL’s mission is to work together as a unified team of experienced professionals to assist individuals who are going through legal matters, that could potentially lead to litigation with a goal of reaching an affordable, efficient and fair settlement of all issues.

What is CPACFL?
The Collaborative Professionals Association of Central Florida, or CPACFL, is an association where professionals work together as a unified team to help you achieve efficient & effective results. CPACFL is unique in that it offers several collaborative packages designed to provide a cost-effective way to resolve conflict.

Why Should I Use a CPACFL Member?
Each CPACFL professional is held to a high standard and must be approved by our board. Members must be qualified, complete necessary training, and follow a strict code of ethics. Also rates are set to prevent overcharging.

Heather McArthur

Board President

Heather is a trained Collaborative Professional since 2017 and is a Neutral Facilitator.  Heather is the Co-founder and President of Collaborative Professionals of Central Florida (CPACFL). She also serves on the board of Florida Academy of Collaborative Professionals (FACP) since 2021 and is a member of the International Academy of Collaborative Professionals (IACP).

Heather is certified by the Florida Supreme Court in Family, Circuit Civil, County Court and Dependency Mediation. Heather was first was certified in ADR by Boise State University with an emphasis in Small Claims and Civil in 2004.  She is also trained in Restorative Justice, Community Based Mediation and in other relationship-based mediations.  Heather has also completed training in Non-binding Arbitration for Florida. 
 
Heather owns McArthur Mediation Services and mediates a variety of cases throughout Florida.    Previously she worked as a staff mediator for the 10th Judicial Circuit Family and Dependency Court Mediation program. Heather has also worked as a private and court mediator in Idaho. Heather has done more than a thousand mediations and continues to mediate hundreds more each year.
 
Heather is passionate about empowering and helping others better themselves and their lives.  She considers herself a Die-Hard Mediator and also strongly believes in the Collaborative Process.

Heather is married and a mother of five children. She is a historian with emphasis in War/Military, North America, Latin America, and British History. Additional she is a Genealogist, gourmet cook, and gardener. Heather speaks conversational Spanish and is a daughter of a Salvadorian immigrant. Heather has a long history in doing non-profit and volunteer work. At the age of 19 and while she was in college, she started a non-profit organization to help the children of El Salvador and multiple Latin American countries by providing medical and other assistance to their children's hospital and local orphanages. Heather also helped victims of Hurricane Mitch in 1998 through her organization. Heather continues to do volunteer work in the community to include work with the Kiwanis, sponsoring underserved female sports programs, KidsPack, and even volunteering with Helping Hands for hurricane cleanups, among other initiates she is actively working on throughout Florida.

Dr. Richard Marshall

Board Vice President

Dr. Marshall is a Licensed School Psychologist who has practiced in central Florida for over 12 years, specializing in pediatric psychology, child, adolescent, and adult neuropsychology, and child and family studies.  He is also an associate professor in the Department of Educational and Psychological Studies at the University of South Florida.  He and Dr. Berney developed the Pediatric Behavior Rating Scale and they co-authored the Handbook for Raising an Emotionally Healthy Child.  Dr. Marshall also co-authored    The Middle School Mind: Growing Pains in Early Adolescent Brains (also available at Amazon.com).  Dr. Marshall has developed expertise in educational, behavioral, psychological, and neuropsychological assessment, and he provides individual therapy, family therapy, parent training, and group therapy.  In addition to teaching, writing, and clinical services, Dr. Marshall maintains a busy schedule presenting workshops, conference presentations, and seminars to schools, professional organizations, and community groups in the United States and Canada.

Amanda Salicido, Esq. 

Board Secretary

Licensed to practice law since 2002, Amanda Salcido puts many years of intensive experience in the courts and invaluable knowledge gained as an attorney in the U.S. Army JAG Corps to work for her clients. Ms. Salcido worked first as a prosecutor and then as a defense lawyer in one of our nation's largest, most diverse counties prior to relocating to the Lakeland, Florida, area. Her wide-ranging experience spans many different areas of law, giving her well-rounded insight into the various legal challenges her clients face.
Amanda Salcido's approach to the law centers on personal attention to each client's individual needs, constant responsiveness and genuine dedication to earning the best possible outcome. She is an adept negotiator but also a seasoned, dynamic trial lawyer prepared to take any case the distance. Her excellent education in psychology and military background are also tremendous assets for people who need family law guidance, divorce or child custody representation, dependency cases or other legal matters.

Stacey McNelis, Esq.

Board Treasurer

Stacey H. McNelis is a Polk County Native who grew up in Bartow and graduated with honors from Bartow Senior High School. She received her Bachelors of Science degree in Psychology, with a minor in Communications, from the Florida State University in 1997. She then earned her Juris Doctorate from Stetson University College of Law in December of 2000. Stacey began her legal career as an Assistant State Attorney at the State Attorney's Office for the Tenth Judicial Circuit practicing in Polk and Hardee County. She then decided to explore the other side and became an Assistant Public Defender at the Public Defender's Office for the Tenth Judicial Circuit. She joined Colón & McNelis, P.A. in 2005 and has been representing clients in family and criminal defense matters ever since. 

Stacey is an experienced trial attorney, having handled numerous cases in both County and Circuit Court. During her career, Stacey has argued countless motions and has tried over thirty jury trials. 

Stacey is a member of the Polk County Criminal Defense Lawyers Association, Lakeland Bar Association, and the Polk County Trial Lawyers Association. She has been a member of the Florida Bar since 2001 and is a member of the Criminal and Family Sections of the Bar. Stacey H. McNelis is dedicated to the practice of law and helping those in need and focuses primarily in criminal, dependency, family law, and social security in Polk, Hardee and Highlands Counties.

Elizabeth Davis, Esq. 

Board Director

Attorney Davis, practices in the areas of Family Law and Criminal Defense.  Experienced, Aggressive and Compassionate.
Elizabeth has been practicing Family Law and Criminal Defense for over ten years and understands the devastating impact the legal system can have on individuals and their families. Over the course of her career, she has handled over a thousand criminal cases including serious felonies, DUI and misdemeanors. Additionally, Ms. Davis has helped hundreds of families navigate the difficult and emotionally charged environment of family law. Ms. Davis aggressively and compassionately represents her clients throughout the legal process.
